Because the Prophet ﷺ explicitly tied them to protection and safekeeping. Whoever says, "In the Name of Allah, with whose Name nothing on earth or in heaven can cause harm, and He is the All-Hearing, the All-Knowing," three times, no sudden affliction will strike him until the evening; and whoever says it in the evening, nothing will strike him until the morning (reported by Abu Dawud and al-Tirmidhi).

And whoever recites Ayat al-Kursi in the morning is protected from the jinn until the evening, and whoever recites it in the evening is protected until the morning. They are words light on the tongue, yet a wall around the heart, the home and the lifetime.

When exactly is their time?

The morning adhkar are said from the break of dawn until sunrise, and their time extends — according to the people of knowledge — to around mid-morning for whoever missed the start of it. The evening adhkar are said from Asr until sunset, and extend into the early night.
